The 2023 Annual Conference of the Controller and Accountant-General’s Department has been held at the Rock City Hotel in Kwahu – Nkwatia in the Eastern Region.

The Conference was under the theme: “Building a Sustainable Economy: The Role of the Public Sector Accountant”

 Speaking at the opening ceremony of the conference, the Controller and Accountant-General, Mr. Kwasi Kwaning- Bosompem said, the Conference gives the Department the opportunity to take stock of activities in the past year and strategize towards achieving its mandates and execute its task as Public Sector Accounting Institution. He said, “as a Department, we continue to strive towards excellent service delivery, we also have competent accountants exhibiting integrity to provide the nation with reliable financial information that underpins sustainable economic development”.

Mr. Kwaning-Bosompem noted that it is imperative for accountants to embrace governments agenda on building a sustainable economy and continue to promote the development of efficient accountancy systems in all government departments.

He announced that the CAGD has developed a Manual to aid in the operation and management of Bank Accounts by Covered Entities. promote the development of efficient accountancy systems in all government departments.

He announced that the CAGD has developed a Manual to aid in the operation and management of Bank Accounts by Covered Entities. The objective of the Manual is to standardize the procedures for managing bank accounts, eliminate impersonations and fraud, protect Public Funds and ensure that only authorized persons have access to bank accounts. He indicated that the Department is undertaking some structural renovations to enable it deliver on its mandates. The ground floor of the Block “A” building within the premises of the Department is undergoing some structural improvement to accommodate the National Accounts Directorate and will have offices to cater for the expanded scope of the National Accounts.

The Chief of Staff of the Republic of Ghana, Mrs. Frema Osei Opare said, the theme for the conference, “Building a Sustainable Economy, the Role of the public sector Accountant” is very appropriate and aligned to current global economic trends and more especially at the time when the country is seeking solutions to the effects of the COVID-19 and the Russian/Ukraine war.  The Chief of Staff who was the guest of honour at the Conference said there is the need for resilience in restoring confidence and putting the economy back on track.

She noted that the CAGD has always played a significant role in advancing government’s financial business. “The Department, charged with the payment of salaries and CAP 30 pensions has diligently done so over the years. You have performed outstandingly and have contributed in helping Government make giant strides especially in ensuring fiscal discipline,” she said.

Mrs. Osei Opare indicated how the Government was committed to cracking down on corruption and wasteful public spending, hence the priority on achieving the targets set out by the Government in the PFM strategy. Government is also making efforts aimed at creating a business- friendly environment and invariably harnessing better opportunities for Ghanaians through improved fiscal discipline, containing deficit, booting out corruption and ensuring interest rates are reasonable among other things.

Mrs Frema Osei Opare appealed to all Staff to work hard to achieve the objectives of Government. She also advised Staff to make judicious use of resources available to them and ensure prudent management of public and donor-funds.

The Kwahumanhene Daasebere Akuamoah Agyapong II, in a speech read on his behalf by Nana Baffour Yeboah Asuamah I (Kwahu Manwerehene) said Public Sector Accountants have a significant role to play in economic sustainability by ensuring that reporting on the financial status of the country is accurate, uniform, and transparent and takes full account of economic and environmental risks. He said accounting information is used to prepare the government budget for resource allocation therefore the main purpose of Public Sector Accounting is ascertaining the legitimacy of transactions and their compliance with the established norms, regulations and statutes. The Public Sector Accountant he said, provides evidence of stewardship, assist in planning, controlling and also assist objective and timely reporting.

The Eastern Regional Minister, Hon. Seth Kwame Acheampong in a speech read on his behalf by the Kwahu East District Chief Executive, Hon. Isaac Agyapong, noted that Accountants are one of the main engines of economic growth and inputs from this conference will go a long way to help Government take sound, efficient and effective decisions to give this country a solid economic grounding ready to compete with the outside world.

Present at the opening ceremony was the Head of Service, Nana Kwasi Agyekum Dwamena and the Chief Executive Officer of Fair Wages and Salaries Commission Mr. Benjamin Arthur.
