Deputy CAG (Finance & Administration)

Mr. Sampson Asare Fianko, is the Deputy Controller and Accountant-General in charge of Finance and Administration. His vision is service through efficient, dedicated, skilled and well-motivated staff to achieve the mandate of CAGD.

 

Until his posting as Deputy Controller and Accountant-General, Mr. Asare Fianko was the Project Director of the Public Financial Management Reforms Project (PFMRP), a World Bank funded Project under the auspices of the Ministry of Finance.

 

Mr Asare Fianko is a Chartered Accountant with over 20 years’ post qualification experience in Financial Management in both the Private and Public Sectors. He has served in various capacities such as the Acting Director of Budget at the Ministry of Finance, National Chief Cashier at CAGD and Director of Administration.

He also served as Chief Treasury Officer at the Embassy of Ghana in Berlin, Germany, was a Director of Finance, Ministry of Roads and Highways, Roads and Transport Ministry, Ministry of Transport and Communications, and Office of Parliament. Mr. Asare Fianko has also managed other rojects including Road Sector Development Project, a World Bank Project for the Ministry of Roads and Highways and its Departments and Agencies as well as United Nations Fund for Population Activities with the National Population Council. He was in charge of the Public Debt Investment at the treasury Headquarters in the early 1990s.

Mr. Asare Fianko is the Chairman of the Audit Committee of the Ghana Statistical Service and a member of the Board of Council of the Institute of Accountancy Training School, a Ministry of Finance establishment.

 

He holds an Executive Masters in Business Administration, Finance option from the University of Ghana Business School, Legon and a professional Accountancy qualification from the Institute of Chartered Accountants, Ghana.

 

Mr. Asare Fianko was adjudged the overall best student in the November 1998 Institute of Chartered Accountants (Ghana) final examinations as well as the best student in Financial Management and Taxation.
