Mr. Sylvester Acquah

Deputy CAG (Payroll Management & Audit and Investigations)

Mr. Sylvester Acquah is a chartered accountant and a member of the Institute of Chartered Accountants (Ghana), and he has over twenty (20) years of professional experience. He is also a finalist of the Chartered Institute of Taxation (Ghana).

Mr. Acquah graduated with a Bachelor of Arts degree from the University of Ghana and thereafter started the professional accountancy programme at Kumasi Polytechnic, now Kumasi Technical University. After completion of the foundation of the professional accountancy programme, he enrolled at the Institute of Professional Studies, now the University of Professional Studies.

His working life has seen him working at the Kumasi Metropolitan Assembly, where at one point he held the position of Expenditure Accountant and project co-ordinator for the financial component of the World Bank Urban Two project. Mr. Acquah has also worked at the Accra Metropolitan Assembly, where he served as the Deputy Metropolitan Treasurer of the Assembly.

At the Head Office of the Controller and Accountant General’s Department, Mr. Acquah has worked on three (3) different occasions. His first role was as the Deputy Head of Public Accounts. At another time, he was the Director in charge of Procurement. Before being elevated to the position of Acting Deputy Controller and Accountant-General in charge of Payroll Management, Mr. Acquah was the Director of Administration of the Department.

For about a decade, Mr. Acquah was the Head of Accounts of the Ministry of Defence, and for about half a decade, Mr. Acquah also served as the Director in charge of Treasury at the Permanent Mission of Ghana to the United Nations.

Mr. Acquah has had training in Ghana and out of this country in various fields particularly in negotiation and arbitration, the latter using FIDIC rules.

Early in his professional career, he served on one of the Presidential Committees on Emoluments for Article 71 office holders.
