About The Conference

The Annual Conference of the Controller and Accountant General’s Department (CAGD) is an important
occasion on the Department’s calendar as it assembles all staff and stakeholders of the Department to assess the performance of the CAGD over the period and devise mechanisms to improve its operations.

For the first time in the history of the Department, the Western Regional Capital, Takoradi is hosting this year’s conference, which is on the theme:

“Ghana Beyond Aid Agenda: the role of the public sector accountant.”

A total of 425 delegates, comprising Heads of Account at the various Ministries, Department and Agencies, regional directors of the CAGD; Finance Officers at the various Metropolitan, Municipal and District Assemblies (MMDAS) and Regional Coordinating Councils (RCCS); among other officers are participating in the two-day event.

Also in attendance are a number of dignitaries from both the private and public sector, including seasoned accountants and financial management experts whose activities has a bearing on the operations of the CAGD.

The platform will be used to sensitise participants on the Public Financial Management (PFM) Act, Act 921, which was passed into law by Parliament on August 3, 2016 to ensure effective fiscal discipline in the management of public resources and promote transparency and accountability.
Essentially, the conference will also deliberate on how public sector accountants can contribute to achieving the Ghana Beyond Agenda.

Speakers at the conference include the Finance Minister, Hon. Ken Ofori-Atta, who is the special guest of honour; the Acting Controller and Accountant General, Mr Kwasi Kwaning-Bosompem and his deputies; the Head of the Local Government Service, Dr. Nana Ato Arthur, Head of Office of the Head of Civil Service, Nana Kwesi Agyekum Dwamena, the Chief Executive Officer of Hedge Pensions Trust, Prof. Emmanuel Osei Asiamah, Prof. John B. K. Aheto, an accountant, lecturer, auditor and finance expert, among other speakers.

Among the topics to be discussed include but not limited to the following:

  • The Roles and Responsibilities of the Controller & Accountant General under the Public Financial Management Act, 2016 Act 921
  • Consequences of Audit Infractions
  • Pension Planning-Tier 2 and 3 Pension Schemes
  • Corporate Governance: Reforms in the Ghana Public Sector
  • Fraud, Forensic Accounting and Forensic Auditing

The last day of the conference will witness the presentation of awards to staff of the departments, who have distinguished themselves in the discharge of their duties. It is expected that at the end of the conference. Delegates will be abreast with the PFM Act, and implement stringent financial management systems in their respective institutions to contribute to achieving a self-sufficient Ghana.
